Poland Conservation Commission
Minutes of October 26, 2009

Attending: Stover, Crouch, Laskey, Huntress, Haslip & Lee (staff);  Ellis absent w/ notice
also Larry Moreau, Ann Gagne, Ulla Hansen, Jack Quinn.

1)      To accept previous meeting’s minutes.  Motion by Laskey, second by Haslip. So voted.
2)      Discussed plans for the Open Space Forum.  It was decided that we’d have the old and new maps along with lists of property owners by name and by map / lot, and that we’d mark those maps as people spoke in small group breakout sessions after the main introductions.  Lee was asked to find out if Bob Faunce could get “growth maps” for us (subsequent answer below; too tight a timeframe to achieve).

~~~~~~~~~ I talked to the GIS person and the maps could be ready by November 10.~ I would need a print out by map and lot of all lots in Poland with residences (including seasonal camps) starting with map 1 lot 1.~ If there are apartments or duplexes, I would need to know the number of residences on the lots.~ I would use this information to create a "current conditions" map showing the location of all residences in Poland.~ This information will be transferred to a new GIS base map in the form of a layer.~ Other layers will consist of data from "historic" USGS maps that I have in my file.~ Finally, the maps will be included in a PowerPoint that explains how they were created and what they mean.~ Some towns have them on their websites for use by property owners (i.e. go to http://www.bristolmaine.org/, click "links" and click on the maps).~ Other have them mounted and displayed at the town office.

~~~~~~~~~ It will cost $2,200 to complete the project.~ We would need to begin the work within the next couple of days to meet the schedule.~ The work is labor intensive without an existing town GIS map system.~ If Poland had its tax maps in a GIS system and it was integrated with the assessor's data base, the cost would be less but I don't think that information is yet available for Poland.

2)      Continued   We decide Haslip would open the forum, introductions, introduction of Open Space Effort, Review Agenda, etc.  Fred would then discuss the history of growth / open spaces in Poland.  We’d have tables near groups of seats and each PCC member would be a facilitator and invite folks to work / talk in small groups, then report out to Lee (to take notes on flip charts) at the end of the evening.  Lee was asked to e-mail associate PCC members, our committees, and to provide a Sign Up List for attendees. (See Attached)
3)      Lee was asked to copy the survey and to arrange for a table at election day to gather survey info.  We decided to eliminate Para 3 and give a line for people to leave name, phone, and e-mail. (See Attached)
4)      We quickly discussed the landowner mtg. of 10/22 and Lee provided a copy of the letter that went to three other landowners who were mistakenly omitted.  We also decided that after the forum, it would be a good idea to re-contact the Bragdon Hill folks.
5)      We reviewed by-law changes. Lee recollected what Ellis had previously expressed as concerns and how the new draft addressed those.
6)      We discussed the funding request that will go to PSB, and decided to strike references to Omega’s land, as the insurance & tax offset amounts were not acceptable to them. We will focus only on requesting funds to make our lands into an easement with ALT. Ellis, Haslip, Stover and Crouch willing to join Lee to make the presentation.   Lee will set this up.
7)      Haslip discussed an upcoming meeting about Blackcat Mtn with himself, Lee Adams and Lee.
8)      Upcoming meeting availability issues seems to have faded, and the forum is almost on the day we would meet in November, so next meeting is December 9th
9)      Any Other Business: Lee mentioned Pesticide Registration website (will put on our website). Also mentioned Trail Assessment Workshop coming up. Stover mentioned getting PCC members’ e-mail addresses on web site. Lee said Rose would do so.
10)     Adjournment: Motion by Crouch, second by Huntress. So Voted.

Open Space Planning Survey
November - 2009

Poland’s newly-adopted Comprehensive Plan requires that the Town develop an Open Space Plan to ensure that important undeveloped areas of Poland are identified so that efforts can be made to preserve these locations for future generations.  The Poland Conservation Commission is gathering input from residents as to what areas of town may want to be considered as part of that inventory.

DIRECTIONS:  Please study the town map and think about what areas of town, in your experience, should be considered for remaining as open space (undeveloped or limited development).
